*how* are you launching it? That usually shouldn't happen, so very likely you're either doing something wrong, or you're encountering a bug that should be reported.

We have found a SetFrontProcess API in Carbon, I would
like to ask if someone
knows of a Cocoa counterpart of this API.

Carbon APIs can be used from Cocoa, BTW.
