can't set File's Owner

I must be forgetting something obvious, but I can't seem to set the
File's Owner for a new nib in my project. The two Cocoa books I have
and IB help aren't helping.
I dragged the owner's header file from PB onto the nib's window in
IB. The Classes tab came forward as expected and the new class
appeared where expected. When I click on the Instances tab and then
click on the File's Owner icon, the Info Window shows "not
applicable". Shouldn't it be showing a list of classes so that I can
click on the appropriate class of the owner? The same thing happens
for an already existing nib file in my project - the Attributes panel
in the Info window shows "not applicable". However, in this case the
Connections panel shows all of the proper connections. For my new
nib, the Connections panel is empty.
What is going on? How do I set the File's Owner?

p.s. The project was created with a previous set of tools. This is
the first new nib I have added.
