Well, in that case it should be accessible through some other means. Quote from the Aqua Human Interface Guidelines:

"Toolbars are useful for giving users immediate access to the most frequently used commands. Any item in a toolbar should also be available as a menu command."


With support for custom views in the toolbar I doubt you can always reproduce the same functionality with a menu command. Just a thought.
