Mouse-moved events

I want to make an app that behaves sort of like the dock. When you move your mouse towards an edge of the screen, something happens. The problem is that the app is never (or shouldn't be) active when the mouse-moved event happens. AFAIK, my app would only get mouse-moved events when it is active. How can I catch all mouse-moved events? Or is there a better solution?
