Never tried myself, but I bet if you used the (AFAIK documented
somewhere) argument "-AppleLanguages <the target language in
parentheses>", it would work as expected. Anyway, there's preciously
little information in the environment; the vast majority of interesting
things can be found in the defaults database.
(Incidentally, I've took liberty to repost your message seeking
translators into a Czech developer maillist; hope you don't mind.)
