I was wondering on how I can adjust the Optimization Level in the build
options of my target in cocoa. I have located the options in the Target
build option and can set in from none to fastest, but it won't apply the
change. The Optimization Level label is actually crossed out.

Certain target build settings are overridden by Project build settings (these are the ones crossed out). To set the build settings for your project, select the project icon in the Groups & Files pane, then Get Info. Choose Development or Deployment style, and set the appropriate optimization level.
