What do you want to do? There is a way to have several menu items that have the same shortcut but different modifier keys grouped into one menu item ("previous alternate" or something like that, I think), would that do the trick?

That way, when the user opens a menu and holds down a particular modifier key, the items are automatically swapped out, but it also works with shortcuts.
