I looked around the "download software" section and did not see any SDK links. Also a search of apple for WebKit SDK yielded no results. Is there an apple tech here that could show me where to find this package? Or are they not releasing it without a copy of 10.3 does anyone know? thanks again.

No. You just need to install the WebKit SDK if you're on 10.2. It can be found somewhere on <http://connect.appe.com>, I think.
