I'm writting a program to create a PPPoE configuration using moreSCF

Can anyone help me ?

Creating a configuration from scratch can be a little complex. If you haven't already, have a look at MoreSCMakeNewDialupSet in MoreSCFHelpers.c/h to see what needs to be done to create a PPP entity.

Again, if you haven't already, you might also want to have a look at the Q Internet Setup Assistant sample code:
