Responder Chain and NSDocumentController

How does NSDocumentController get into the responder chain if it's not NSApplication's delegate? I'm wondering how it is that actions like newDocument and openDocument sent to first responder from the menu items' action targets actually get to NSDocumentController because it doesn't appear to be at all in the chain described here:
