Context menu target won't work in modal panel

Well, this has bitten me again... and again...

The symptoms are that a context menu in a modal panel will disable menu items that have a non-null target (i.e., a target outside of the responder chain). And that manually enabling doesn't help: the action won't be sent. Changing the target to First Responder works but leaves an unpleasing bunch of code (forcing me to create extra objects, inserting them into the responder chain, etc.)

Nothing in here (<http://developer.apple.com/documentation/Cocoa/Conceptual/MenuList/ Tasks/EnablingMenuItems.html>) suggests this should be a problem. Have I missed anything?
