my app is not a document based app. if i have one or more windows visible, when the user presses the help key, it properly opens my help book. however, if no windows are visible, instead of opening my help book--which is what i want-- i get the question mark cursor--which is not what i want!

what do i have to do to get my help book to open in response to the help key (when no windows are visible)? note that pressing command-shift-/ (command-?) properly displays my help book regardless of whether or not any windows are visible.
