This bit from from http://developer.apple.com/technotes/tn2004/tn2124.html#SECHLTBOTHER sounds like it might be helpful
"If you set the INIT_Processes environment variable to 1, Process Manager will delay the application's launch for 15 seconds, giving you time to attach with GDB"
