Shared palettes in a document's window controller list

In my app I have a shared "Layers" palette bound to the first responder's document (similar to adobe PS). The window controller's document binding changes when the first responder changes so as to represent the current document.

Should this shared palettes' window controller be added to the document's list of window controllers in a multi-doc app?

The docs say "A document that is visible to the user has one or more NSWindowControllers to own and manage the visual presentation."

Although the docs imply a composition relationship is this actually the case? How are people currently doing this?
