New problem with NSRulerMarker

I add some NSRulerMarker to my NSRulerView following this order.

    1) Add a STARTMarker
    2) Add many TABMarkers

So since I add the TABMarkers lately, I see the TABMarkers drawn "over" the
STARTMarker. That's fine.
But when I try to drag and move a TABMarker, and the STARTMarker is just on
the same location (drawn beyond the TABMarker), instead of dragging the
TABMarker I drag the STARTMarker. So it's not WYSYWYG. I see the TABMarker
drawn over the STARTMarker, but when I try to drag the TABMarker I really
drag the STARTMarker. Is it my error? Is it a Cocoa's bug? How can I fix
this problem?
