I've made a note to myself to file this bug later.
FWIW, the LSMinimumSystemVersion key works as expected under OS X
10.2.8 - if you launch the program, the app does not run and a window
pops up saying that the program is incompatible with this version of
Mac OS X. Why this feature was broken in Panther is beyond me...
