There is probably a unix command line implementation already on the Mac (or in one of the Cocoa/Carbon APIs). However, if you go to http://xmlrpcpp.sourceforge.net/, it has built into it a very good base64 encoder class built using templates. And you can look at how the xmlrpcpp lib uses it as a good example case :) Finally, it's LGPL.
