Reading from & Writing to Formatted Flat Files

Assuming that I need to read from or write multi-column numerical data to a text file, what is the best way to do it? I would like to read the data into an NSMutable dictionary by detecting the end-of-file. Inversely, I would like to write the data in a dictionary to a formatted text file. Clear and specific suggestions would be appreciated.
