I think you are correct -- I have previously searched for methods to a) take over the "slide back effect" (so to smoothly animate it like the dock) and b) to change the drag cursor when modifiers are pressed -- but had no luck with neither things.

Probably Cocoa calls some Carbon function to handle the actual drag of the drag image, and this is why Cocoa can't interfere with the actual process.
