Used just Foundation a few years ago. One had to install quite a number of things to windoze (IIRC, not just the OpenStep itself, but a Cygnus posix environment, too), but that, I suppose, can be mnade into one nice (and big!) installation package.

That apart, it worked like a charm -- mind you, it was Foundation only, but the sources were portable between that and Cocoa almost without a twitch.
