NSStepper with a time field

I've been researching for 2 hours but can't find this one:

How do you make one of those "time" fields, and connect it to an NSStepper,
such as you see in System Preferences > Date and Time. (Note: The steppers
don't appear there until you un-check Set Date And Time Automatically).

Here are some questions dumb I have related to this:

1. When I open up the package for the System Preferences app, why can't I
find a nib file that has this in it, so I can find this answer for myself?

2. Is a NSTextField supposed to takeIntValueFrom an NSStepper, or the other
way around? What should happen if you connect them both ways, circularly?
