my application's Help fails to appear

My application's Help fails to appear in Help Viewer under Panther:
when I select my Help menu item it launches Help Viewer showing only a
blank page with no title. No entry for the application appears in Help
Viewer's Library menu.
The application was built on Jaguar and works fine there and on 10.1.
Another Panther user has confirmed the problem on his system, but it's
possible that both of us are just unlucky and the problem is with Help
Viewer on our systems and not with the application itself. (If you

Can somebody tell me how Help Viewer's Library menu is supposed to get
populated in the first place? Mine is generally adding an entry to the
menu the first time I open a particular app's Help, but I would have
expected there to be something that would rummage things in
/Applications and add them on general principles.
As for my debugging efforts, I've compared everything about my app's
Help with an example that works, and find no differences. I've even
gone so far as to call AHRegisterHelpBook myself to see that it returns
successfully, and it does. Any ideas?
