Best way to create PDFs programatically

I am looking to create PDFs programatically and was wondering what the best technique would be. The PDFs would consist of 2 main types:

1. Data put in a tabular form (ie. most of the PDF is variable data)
2. Data put into a form (ie. The bulk of the PDF would not change and I would be inputing specific data such as name)

Any insight or suggested tools, techniques, or libraries would be greatly appreciated.
