Actually I do believe that there is a difference in window levels
between the desktop and the icons of about 20, so you could just put
yourself in between them and then not worry about the layering of
individual windows. There was a bug with this in 10.0 and possibly 10.1
IIRC, but it should work as expected in 10.2+
