Changing the Window level upon dragging.

I want to change the window level when my window "theWindow" is
dragging, from
[theWindow setLevel:kCGDesktopIconWindowLevel -3];
to
[theWindow setLevel:NSFloatingWindowLevel];

how can I do this?
