PrefPanes in applications

I've seen at least one application use prefPanes for its preferences system, along with a SysPrefs-style window to use them in (with that nifty toolbar that's not an NSToolbar, the "Show All" kind...). I can't remember which application it was though. Does anyone know how to do this?
