./configure: No such file or directory

It's all .c and .h files. Time to get some bits under your fingernails.

Assuming it's from the official distribution, there should be a configure file in the unpacked directory. I've verified this from a tarball I have here. The package you should be using is http://www.sqlite.org/sqlite-2.8.11.tar.gz
