The last time they did that (with Xcode 1.1), they made it so that
different people had different variations on the developer tools
installed, and this made a lot of people in collaborative groups angry.
The software update didn't include the 10.2.8 SDK and Interface Builder
2.4.1, among other things. The xcode-users mailing list was full of
posts complaining about this decision. When the software update was
discontinued, the complaints stopped.
