Tab (nextkeyview ignored) order not working

I have a simple panel with a simple tab order layout and the tab order is being ignored. If I test the tab ordering using "Show Keyboard Check" it works fine so I know I have all the nextkeyview's setup correctly. However, if I run it in IB or my application it forces the tab order to be from left to right and then down. Any ideas on what could be wrong?
