My understanding of the tiger seeding policy is that since it is so early in
the development cycle everyone at WWDC gets the 1st seed, but only those who
have seed keys will get future builds. This has nothing to do with being a
student or not, it's just that the students are just the most vocal about
not getting future builds.

that it's after Easter.
