How to program the help button?

Dear list:
In my project I'd like to make use of the beveled help button that has
been introduced with Panther. What is required to make the button
work? After including it with IB it shows no reaction on click.
The reference provides this code, which I don't quite get how to apply:
OSStatus AHGotoMainTOC (
AHTOCType toctype
);
