Well this should be available to all users as long as they have admin
permission. This file applies to all users but should be only
restricted to be modified by an admin for that computer. I already
have a daemon that will be running as root, I guess I can just connect
up to it from SystemPreference using IPC and have the daemon write out
to the file.
