Startup Questons

I have a program that runs at startup that requires
access to files in mu user's folder. It dosnt seem to
be able to access files on the hard disk. I belive
this might be because its run with root privligies or
for another reason. I was wondering if there was a
method to get around this. I would like to keep it as
a startup bundle because i want to keep OS 10.2
support.

If i run it with User priviligies as opposed to root
can it access to disk? If so how do i make it run with
user privliges? Any suggestions would be greatly
appeciated. Thanks!
