For your user interface objections, I would simply send them through
the form at:

The items you are objecting to (at least above) are displayed in the
screen shots in the Tiger preview at Apple's site so I don't imagine
anyone is going to try and ding you on NDA issues for that.
For other technical questions, however, you will have to continue to
search for the appropriate channels. If you went to WWDC, I would
suggest looking in the WWDC materials for contact information from
appropriate sessions. If you didn't go to WWDC then you may have to
wait until Apple gets their ducks in a row in terms of Tiger developer
support.
