User Startup Bundle

I have a valid and working startup bundle which runs
from Library/StartupItems when i copy that same file
to my user's startup folder it dosnt attempt to run.
Apple offers no documentation i have been able to find
regarding a startup bundle with user privs. I need to
run this startup bundle with user privs because it
needs to read files from the user folder and store
files in the user's movies and pictures folder. Is
there a way to force it to run with user privs or is
there a way to have root access the user folders at
login? Thanks all!

PS. Login items does not work correctly for my problem
