Changing Application/Disc Icons?

Ok, I would like to add a feature to one of my apps that allows it to change the icon of specific files or volumes. At user request only of course. I know that for a volume .VolumeIcon.icns is the file with the icon. I have two problems though. 1 is there a relatively simple way or a library some where that could help me convert jpgs, gifs, tiffs etc into icns files? And 2 when I try adding an icns file with the correct name to a volume, the icon does not change even after logging out and in again. infact, sometimes I get a file on the disc (mostly with dmg files) named 'Icon' ????
