As far as I know the interface from Mail.app plug-ins is not published. That said the interface has been reverse engineered by various people, forst and foremost being Stiphane Corthisy who wrote the GPGMail plug-in. The source for that is available from http://sente.epfl.ch/software/GPGMail/English.lproj/GPGMail.html
