mingw or cygwin provide gcc and build tools. If you want to deliver to a plain Windows box, mingw is the better alternative.

GNUstep provides (at least) a Foundation. I have used this to port my frameworks to Windows and deliver a custom version of TextLightning (command-line only) to customers.
