Make an Application active?

Hello everyone!

Is there a way to make an application active (while it's obviously not active).
The idea/problem:

I have a little "alarm" thingy, and i when i.e. it's minimized or just "behind" other active applications, i would like for the window to pop up on the desktop (much like "iCal's reminders"!!).
Is that possible? Does anyone know how to do it?

And while i'm asking already, here's another one:
Could someone pls point me somewhere where i could get information about how to get something into the "menu-bar" ?? Like the time/date, volume symbol and all those things that are in there already!?
