quitting in modal mode

I've got a few modal windows. I'd like the user to be able to quit
the application while these windows are up. But I note that the
quit menu item is disabled during this time (it's not in the dock
but it doesn't seem to work). Of course, I could add my own quit
button to my modal windows but that's awkward, ugly, and a bit
of work. Is there a way to simply enable the quit function during
modal mode?
