The NSConnection delegate methods
-connection:shouldMakeNewConnection:
and
-makeNewConnection:sender:
seem redundant, and in fact my delegate seems to receive only the
former. Should I implement both anyway? Is there any difference
between them?

Yes, they are duplicates, and apparently only one of them works as you stated. Just a documentation error, or some historical curiosity, or both.
