I think that, strictly, English.lproj in "International English". Of
course, everyone seems to default that to US English, which is okay
really.
With ViaVoice, we put US English in English.lproj and British English
(my doing) in en_GB.lproj.
My experience has been it's easier to spell contentious words the US
way: Brits so "color" as being spelt the US way whereas Americans see
"colour" as a typo. Therefore I always go for the US spelling.
BTW International English always used to spell "color" the US way,
regardless that most English speaking countries use a "u". You can get
into a long flame-war about the rights and wrongs of this but I just
grit my teeth and get on with it.
