Good catch. I used the Get Info pane in Finder.app to paste a random image onto a file created from Terminal (i.e. no pre-existing resource fork) and an 'icns' resource was added to it. So it's not even just Photoshop doing this. Copying the file in a way that preserves resource forks should therefore also preserve any custom icon applied to the file.
