Not sure what goes on -- but could it be that window 1-3 opens,
window 1 places 2-3 behind it, and *then* the rest of the windows

No, that can't be the problem because it's placing other
application's windows that are already opened between my windows.
When I said "all other windows on the screen", I meant even other
application's windows. That's what's so bizarre about it.
I was able to work around the problem by setting a timer to fire
1/10th of a second after the document opens, and set a flag that
keeps the windows from being reordered until the timer fires. It's
not elegant, but it gets the job done.
