App without a menu, but with a dock icon?

Is there a way to make an application not have a menu, but still appear in
the dock? I can't use LSUIElement because my dock presence goes away. If it
wasn't for that, it would do exactly what I need.

My app has a window, no app menu, and a status item. I'd like the app icon
to appear in the dock for both critical notifications and for application
selection.

Any ideas?
