PB and IB no longer launch

I had to erase my boot volume and reinstall everything. (OS X
10.2.6). PB and IB in my Dec 2002 developer tools now no longer
launch. The Dock icons bounce a couple of times, then they just quit.
The property list editor in the same folder runs fine. I have had a
memory failure and am now running on 128 MB only (more memory on
order) and I'm wondering if this might be the problem. Or are their
some files somewhere that may not exist or have the wrong permissions?
