Yes. You can't build CFM anything with the Mac OS X Developer Tools. You need to use Metrowerks CodeWarrior, Apple's old free MPW, or another environment that supports CFM to do so.

CFM is legacy technology, I don't see why Apple would add support for it to later versions of the Developer Tools.
