At Unix "level":

the file
/etc/localtime
is a symbolic link to the corresponding /usr/share/zoneinfo/xxx file

example:
ls -l
lrwxr-xr-x 1 root wheel 35 1 May 16:36 /etc/localtime ->
/usr/share/zoneinfo/Europe/Brussels

as you see you have to "sudo" to change it

and for the PRAM setting see Apple doc
