If they don't have it set, that's probably because they don't want it to work that way.

It is hard to believe you can't control this strictly in IB for your application, to make it the best experience for your users without requiring them to do anything.

This is normal system behaviour. I have no idea why you think that acting different than the rest of the system gives your users the "best experience". Let your users decide what works best for them. This isn't Windows.

Any other thoughts or ideas, on setting tab ordering for users in IB so that it works with the default installed Mac OS X preferences.

It _does_ work as intended. No need to change anything.
