windows .ico files?

Is anyone using windows .ico files in Cocoa? I was able to load and display the .ico file just like any other image, but I'm having a little trouble resizing the icon. Sometimes it resizes correctly; other times it gets cut off or disappears completely. It seemed to me like Cocoa had an easier time resizing when the new size was one of the dimensions defined in set of icons in the .ico file, 32x32, 16x16, etc. But it could possibly be some unrelated error. Anyway, just wondering if anyone else ran into similar problems with .ico files.
